I am trying to grapple with where US-based academics are going to go. Yes, Chinese or other diaspora could potentially go to China or former homelands, but that is not always that simple. For others in higher ed, I see talks about jumping ship to UK, Canada, etc. These are not people who study higher ed, so they do not have a real sense of the sectors there. A lot of other places are struggling. Basically, there is nowhere else to go for most.

This is a great question -- and I was curious about it when writing this -- I found this article in Science that just came out yesterday -- and it is the source I used for some of the examples I shared -- it appears journalists from Science are on the case https://www.science.org/content/article/overseas-universities-see-opportunity-u-s-brain-drain -- and would love to know if others who see this know of hard data or sources related to this question -- it's a critical one.

I feel the current US leadership (let's call it that for the sake of my point) has decided that it wants to destroy the university sector. Even the other day, there was an article saying the US would revoke the visas of Chinese students. They are out to cripple a system. Why? Who knows.
